Belfast, Victoria became Port Fairy.
The book "Port Fairy: The first Fifty Years" states "Dilmond was born in 1828 and his mother was a daughter of the heir presumptive to the Earldom of Inchiquin (in the Irish peerage) and Dilmond may have inherited that rather unfortunate superiority of manner which it was becoming traditional for the colonials to resent."

Dilmond John Howes, late secretary to the Shire of Belfast, Victoria, was brought up on warrant at the police court on June 11, before Mr, H. B. Lane,
P.M., charged with maliciously setting fire to the shire offices on the night of the 3rd May. The case occupied all day, Mr, Fletcher was for the prosecution and Mr. Ardlie for the defence Part of the evidence given was similar to that at the inquest on the fire.
Louisa Robinson, a servant-girl in the employ of Howes, swore that Howes was out very late on the night of the fire, and that next morning early she saw Howes take a book and papers out from his house to an outhouse, and there burn them all. On being questioned closely, she said the book was a large one, like what was used in an office, and similar to the shire books produced. She also stated that there were several small boxes containing instruments for drawing plans at Mr, Howes' place early on the morning after the fire. She said these books and papers and. boxes of instruments were not at Mr Howes' house before.
Appleton, a witness, said he saw the shadow of a person in the shire office with a light on the night previous to the fire. He was of opinion that the
person was Mr. D. J. Howes, Mr. A. Brown, road overseer, said that Howes wished him to sign vouchers a few weeks before the fire for day labour to the amount of £100 for last September, but knowing that only about £14 had been expended during that month, he refused to sign the vouchers.
The witness Corbett, assistant clerk to Howes, was several times cautioned by the magistrate for prevarication. A large number of witnesses were examined.
Mr. Lane committed Howes for trial on the charge of arson to the Belfast Assizes, on the 10th of October next.
